2020 Taichung City System Inspection and Management Project for Toxicant and Chemicals Source and Disaster Prevention System

As of 30 November 2020, there has been 496 toxic chemical operators (including companies engaging in manufacturing, import, export, sales, transportation, use, storage, and disposition) in Taichung City. The demand for toxic chemical management and toxic emergency response is imminent. The Project is thus initiated in consideration for the volume of chemicals operated by such companies, leading to two key points – the control of toxic chemical operator management and strengthening of toxic chemicals emergency response ability. Through the Project, it is hoped to duly protect citizens’ health, property, and residential environment. The execution results are summarized as follow: 1.For hazardous chemicals disaster prevention and response: (1) organized 12 sessions of on-site guidance and unannounced tests at the operating venues for toxic and concerned chemical substances; (2) organized 1 session of (toxic and concerned) chemical substance accident on-site inspection and response; (3) assisted the City Government in studying and preparing 1 form for the toxic emergency prevention and response management strategy; (4) assisted in organizing 65 cases of preliminary reviews for the toxic chemical hazard prevention and response plan as well as the response equipment and detecting & alarming equipment plan; (5) organized 623 corresponding tests for toxic and concerned chemical substance operating venue/plant as well as relevant disaster prevention authorities; (6) organized 1 session of practice training for toxic chemical operators; (7) organized 1 session of toxic chemical emergency response (including evacuation) and prevention exercise; (8) organized 1 session of review for the toxic chemical emergency response and prevention exercise. 2.For toxic and concerned chemical substance operating management: (1) organized 485 audits for toxic chemical susbtance operators; (2) organized 214 sessions of (toxic and concerned) chemical substance project audit or on-site inspection; (3) established and filed 645 cases of audit sheets and environmental audit disposal control systems for toxic and concerned chemical substance operators; (4) assisted in organizing relevant consultancy and guidance for toxic and concerned chemical substances: including assisting in organizing the articulation of toxic chemical operating records and providing guidance for companies to correct the anomalies, assisting in organizing the articulation for the GPS of toxic chemical transport vehicles, and organizing incidental tasks assigned by authorities; (5) organized total 3 sessions of relevant chemical advocation or training events in total in the afternoon of 26 August 2020 as well as in the morning and afternoon of 27 August 2020; (6) assisted in organizing 673 cases of preliminary reviews for applications related to toxic and concerned chemical substance permit registration approvals. 3.For industry guidance visits of chemical engineering raw materials or relevant suppliers: (1) organized 354 sessions of guidance visits for chemical engineering raw materials (materials) or relevant suppliers; (2) organized 372 cases of system archives for chemical engineering raw materials (materials) or relevant suppliers; (3) checked 1 form of concerned chemical substance operators with priority management and their operating data or compiled chemical operators’ operating data; (4) organized total 3 sessions of food safety advocation event in the morning on 4 May 2020, in the morning on 14 May 2020 as well as in the morning on 5 October 2020; (5) audited and filed 910 cases of environmental agents’ product labels sold in the market (including natural insect repellents).
